SACRAMENTO – Executive Director Peter V. Lee announced today
the appointment by the California Health Benefit Exchange Board of Michael Lujan
as Director of the Small Business Health Options Program (SHOP).
"With more than 20 years’ experience in California’s
small business insurance market, we know we have found the perfect director for
the SHOP program,” said Lee. “We need a strategic thinker, team-builder,
innovator and collaborator with an entrepreneurial mindset and Mr. Lujan brings
with him all these qualities.”
As the Director of the SHOP, Lujan will be responsible for
the Exchange’s strategy and implementation of small business group health
coverage. He will also work closely with the Exchange Board and will serve as
the primary interface with Exchange stakeholders on all small business group
health coverage issues.

Lujan. “I look forward to working with key stakeholders on designing a small
business coverage program that meets the needs of California’s diverse small
business community.”
Lujan was most recently West Region Sales Director for Express
Scripts, Inc. a leading pharmacy benefits management services company. As Sales
Director, he provided sales direction and led account team. He is a seasoned
sales management professional with a proven track record as a top sales
producer. Among his previous positions, Lujan served as Small Group Sales
Director for Blue Shield of California as well as Sales Manager for several
prominent general agencies. The salary of this position is $160,000.
About the Exchange
California was the first state to create a Health Benefit
Exchange following the passage of federal health care reform. It is charged
with creating a new insurance marketplace in which individuals and small
businesses will be able to purchase competitively priced health plans using
federal tax subsidies and credits beginning in 2014.
The Exchange is overseen by a five-member board appointed by
the Governor and Legislature; the California Health and Human Services
Secretary serves as an ex officio voting member and is its current Chair.
