California Health Benefit Exchange Announces Senior Leadership Appointments: Juli A. Baker, PhD and Michael M. McCluer

SACRAMENTO, Calif. – Executive Director Peter V. Lee announced today two senior leadership appointments by the California Health Benefit Exchange Board. Juli A. Baker will serve as Chief Technology Officer, and Michael M. McCluer as Chief Financial Officer.

“As we continue to build capacity of the California Health Benefit Exchange to meet the health insurance needs of millions of Californians, we welcome our newest team members,” said Lee. “Together, they have decades of experience in their chosen fields and have shown tremendous skill and will help us move the Exchange forward.”

“With Juli and Michael’s help, we will deliver on the promise to increase the number of insured Californians, improve health care quality, lower costs, and reduce health disparities through a competitive marketplace that empowers consumers to choose the health plan that gives them the best value,” said Diana Dooley, Secretary of the California Health and Human Services Agency and Chair of the California Health Benefit Exchange Board.

Juli A. Baker was an Executive at Accenture’s Health and Public Service practice where she has been for 11 years serving human services, consumer accessibility and health care marketplaces. She has more than 25 years of experience dealing with complex information systems including among many others Medicaid, CMSP, Child Welfare, and Public Assistance. Baker holds a Bachelor of Arts from Wesleyan University, a Master of Arts from the University of Colorado, a Doctor of Philosophy from the University of Colorado and is certified as a Project Management Professional. As Chief Technology Officer, Baker will be responsible for the overall design, development and execution of all Exchange information technology systems and programs. The salary of this position is $160,000 annually.

Michael M. McCluer is currently the President of FEI-Financial Executives Int’l (CFOs) where he leads the organization to meet the needs of CFO members. Previously, McCluer served as CFO and Operations Finance Executive for AAA (Northern California, Nevada & Utah). McCluer has more than 15 years of health care leadership experience. McCluer holds a Bachelor of Science in Accounting from California State University, Chico and a Master in Business Administration from Golden Gate University. As Chief Financial Officer, McCluer will be responsible for managing and administering the overall financial activities of the Exchange, including direct responsibility for accounting, finance, forecasting, budgeting, and related government compliance. The salary of this position is $150,000 annually.



About the Exchange

California was the first state to create a Health Benefit Exchange following the passage of federal health care reform. It is charged with creating a new insurance marketplace in which individuals and small businesses will be able to purchase competitively priced health plans using federal tax subsidies and credits beginning in 2014. The Exchange is overseen by a five-member board appointed by the Governor and Legislature; the California Health and Human Services Secretary serves as an ex officio voting member and is its current Chair.
