The California Health Benefit Exchange is Now “Covered California”

New Name Approved by the Board Today; Redesigned Website Coming Soon

SACRAMENTO – After extensive research and planning, the California Health Benefit Exchange Board today approved “Covered California” as the name for the new health insurance marketplace created to expand health insurance coverage through the Affordable Care Act. The name and logo (below) are an important step in launching the new marketplace, which will be available to the public for early enrollment in October 2013, with coverage available to almost five million Californians effective January 2014.

“After testing this name and many others among representatives of California’s diverse populations, the board of the Exchange approved a new name and logo design that conveys to the public who we are and what they can expect,” said Peter V. Lee, Executive Director for the newly named Covered California. “We have chosen a name that we believe will speak to all Californians because the success of the Exchange will depend on our ability to connect with California’s diverse communities in a wide variety of ways to increase awareness of new options for health coverage.”

Increase in Competition Should Lead to Better Pricing, Quality and Service


SACRAMENTO – A recent response from health insurers indicates a strong interest in offering health plans through the California Health Benefit Exchange marketplace that will expand coverage for millions of Californians beginning in January 2014. High participation by health plans means that the Exchange can offer California consumers a wide-range of health care coverage options in every region of the state. Plans selected to be in the Exchange will be available to all Californians, over three million of whom will be eligible for federal credits making their coverage more affordable.

“The good news is that the high interest in participation from the multiple plans will lead to more competitive pricing, greater choice for the consumer, and ultimately improved quality and service,” said Peter V. Lee, Executive Director of the California Health Benefit Exchange.

The aim is to make sure that the new name and logo will come to be recognized as a symbol for affordable, quality health insurance options, and a trusted place where all Californians can get accurate information about how to become insured. Covered California will be complemented by tag-line, additional images, advertisements and a website, expected to launch later this year, to promote the Exchange’s promise of offering affordable health care coverage for millions of Californians and small businesses.

HBEX11 - Administration of the Small Business Health Options Program (SHOP) Solicitation

The Exchange is seeking proposals from qualified Vendors to provide for the Administration of the Small Business Health Options Program (SHOP). The Exchange seeks to contract with a Vendor for the following sales and operational services: Sales Support and Fulfillment, Agent and General Agent Management, Eligibility and Enrollment, Financial Management, Customer Service, and Information Technology Services. The Vendor is expected to support the business functions of the Exchange for SHOP in order to begin enrollment in health insurance coverage by the start of initial open enrollment in October 2013.

Please note the following: The Model Contract for the Administration of SHOP Solicitation is in development and will be posted as an Addendum. The Exchange reserves the right to formally modify the Solicitation with an Addendum during the Solicitation process. The last day to submit (a) Questions for Clarification of the Solicitation and (b) Notice of Intent to Bid is 10/17/12 at 12:00pm PST.

Covered California Seeks Support Consultant Services for Qualified Health Plan Management

Covered California is seeking proposals from qualified Vendors to provide support services for the Qualified Health Plan (QHP) solicitation. The ideal Vendor will develop, in consultation with the Exchange, an approach to evaluation of QHP bids that is organized, systematic, effective, and thorough and that will support selection of QHPs which will drive the Exchange’s vision of health care delivery system reform and affordability for California consumers in 2013.
